Instructions
1. In a mixing bowl, combine soy sauce, fish sauce, lime juice, brown sugar, and minced garlic. Mix well.
2. Add the sliced beef to the bowl and marinate for at least 15 minutes.
3. Heat vegetable oil in a skillet over medium-high heat. Add the marinated beef and cook until browned and cooked through, about 5-7 minutes.
4. Divide the cooked rice into bowls. Top with cooked beef, shredded carrots, and sliced cucumber.
5. Garnish with chopped cilantro and serve immediately.
