1. In a mixing bowl, combine ground pork, fish sauce, soy sauce, minced garlic, sugar, ground black pepper, chopped cilantro, and chopped green onions. Mix well.
2. Form the mixture into small balls, about the size of a golf ball.
3. Heat vegetable oil in a frying pan over medium heat.
4. Fry the pork balls in batches, turning occasionally, until they are golden brown and cooked through, about 10-15 minutes.
5. Remove the pork balls from the pan and drain on paper towels. Serve hot.
